Date received

I was hoping you could help me with a date for research I am doing. Firstly, can I point out a possible glitch in your excellent report https://northlondonheatandpower.london/media/rbwbdxrt/en010071-000382-ad05-01_consultation_report.pdf

Am I correct in thinking that some typos in dates crept in in describing timelines for the Phase One Consultation on page 3 of the Executive Summary with the year 2015 being assigned when it should have been 2014 (as in November 2014).

Table 2.4 seems to suggest that this is the case.

Moving on to my request. Is it possible to advise when the consultation materials for the Phase One Consultation where made available (uploaded) on to the project website?  It is not obvious.

The consultation report suggests it would have been the same day or just before the launch of the Phase One Consultation (i.e. 28 November 2014) .  Section 3.3.4  (pages 53 and 53) of the consultation report lists the materials made available.

I am particularly interested in the date of uploading of the Ramboll report North London Heat and Power Project - A Review Of Thermal Treatment Options dated November 2014.  A precise date when this was first publicly available would be great.

Response

Response date

Further to our email acknowledging your freedom of information request (reference 2023-218), our response is as follows.

You requested clarification regarding the dates of our activities in the phase one consultation for the Development Consent Order (DCO) for the North London Heat and Power Project (NLHPP) and confirmation of when the Ramboll report entitled ‘North London Heat and Power Project - A Review Of Thermal Treatment Options’ was made available to the public.

We believe you are correct that the dates you have highlighted in the DCO consultation report show the incorrect year:

  • Paragraph 3.4.29 of the report states that leaflets were available at community drop-off points from 20  November 2014, not 20 November 2015 as stated in paragraph i.iii.v.h of the executive summary.
  • Paragraph 3.4.38 of the report states that the phase one consultation commenced on 28 November 2014, not 28 November 2015 as stated in paragraph i.iii.v.j of the executive summary.

We do not hold information on the precise date of publication of the Ramboll report, having changed the platform used for the NLHPP website since the phase one consultation. Paragraph 3.4.38 of the consultation report states that the NLHPP website was launched on 20 November 2014, so it is likely that the publication date was between that date and 28 November 2014, when the phase one consultation period commenced.

If you are dissatisfied with the handling of your request, you may ask for an internal review, which should be submitted within two months of when you received our response to either informationrequests@nlwa.gov.uk or enquiry form quoting the above reference.

If you are not content with the outcome of the review, you may complain to the Information Commissioner, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9 5AF, or via their online portal. The Information Commissioner will not usually accept complaints before a review has been completed.
