Request for details of number of ANPR cameras at RRCs, purpose and retention of data - specifically:

1.As of 31.3.19 how many ANPR cameras did you have that were positioned to record the number plates of vehicles entering household rubbish tips / recycling centres in your authority? Please provide me with a list of the sites that are covered by these cameras.

2.How long do you retain the data on your systems of the number plates of the vehicles entering these sites?

3.What is the purpose of having these cameras at your rubbish tips/recycling centres?

4.How many people were (i) prosecuted, or (ii) banned from using these facilities in your authority in 2018 when evidence from these cameras was presented as part of your case?

2.    NLWA Response                       This request is being handled under the Environmental Information Regulations (EiR) 2004 and has been allocated the reference number 2019-18  and we respond as follows:

1.    As at 31 March 2019 we had one camera per site in our area as listed below:

o    Summers Lane, Barnet 

o    Regis Road, Camden

o    Western Rd, Haringey

o    Kings Rd, Waltham Forest

o    South Access, Waltham Forest

2.     The data is retained for 12 months in order to check those exceeding their annual allowance of 5 van visits per year. 



3.     The purpose of having the cameras is as follows: The north London reuse and recycling centres are permitted to accept household waste i.e. from residents’ homes only. Each site has a permit issued by the Environment Agency which states the types of waste that can be accepted at the site. Acceptance of waste from businesses (commercial waste) is not allowed and would be in contravention of the environmental permit. Businesses must pay for the disposal of their waste, whilst the reuse and recycling centres are provided as a service for residents to dispose of their waste free of charge. If a business tries to use a reuse and recycling centre to dispose of business waste for free they are trying to do so both in contravention of our environmental permit and at tax payers’ expense. Cameras are therefore used to prevent the attempted disposal of commercial waste at the reuse and recycling centres and to ensure that residents don’t exceed their annual allowance of 5 van visits per year.  



4. (i) & (ii) No people were prosecuted or banned from using these facilities in 2018 based on the ANPR information from these cameras.
