the original approved design of the new edmonton incinerator was to generate 63mwe, with district heating output expected to be 35mwth. (https://www.nlwa.gov.uk/sites/default/files/inline-files/NLHPP%20Carbon%20offset%20report%20redacted%20for%20issue.pdf) (click page 28) and the mayor subsequently funded heat network infrastructure requiring the heat to be 60mwth. q1 what are the implications for the design of the incinerator to match heat produced with the new demand a) as a fixed proportion per line of heat v electricity b) on a daily basis eg when the weather is too warm to need heat? in particular how much heat might be lost if not required for heat but unavoidably produced? q2. what would be the implications for nlwa if haringey and/or enfield decided that they did not want a decentralised energy network from edmonton to heat properties in their borough? a) loss of income from heat, b) increase of income from electricity?

Further to our email acknowledging your EIR request (reference 2022-191), our response is as follows.
You requested information on:
- ‘the implications for the design of the incinerator to match heat produced with the new demand’
- ‘the implications for nlwa if haringey and/or enfield decided that they did not want a decentralised energy network from edmonton to heat properties in their borough’.
The potential suppliers of the steam turbine have been made aware of the Authority’s heat supply requirements and will design their equipment accordingly. The heat may be supplied by controlled extraction from the turbine or direct supply of steam to a heat exchanger. If no heat is required then all the steam generated will be used to produce electricity, rather than being used to supply heat.
Should the London Boroughs of Enfield and/or Haringey decide they do not wish to pursue a decentralised energy network drawing from the ERF, there will be no loss of income as revenue will be generated through the sale of electricity rather than heat. The income from the sale of the energy generated by the ERF will be similar regardless of whether it is provided as heat or electricity.
