This request is being handled under the Environmental Information Regulations (EiR) 2004 and has been allocated the reference number 2019-02 . We refer to our response quoted in an article in Materials Recycling World of 14 January and entitled 'North London Waste Authority told to take green site off plans'. In response to your questions:

The part of the Pinkham Way site owned by NLWA was acquired for residual waste use.  At the point when it was acquired, it became an asset of the Authority, and has been recorded as such in the Authority’s records and financial accounts since then.

The question of the use of the site is separate from this recording of it in the Authority’s records.  The site was acquired for use for residual waste management in conjunction with our previous procurement strategy for future waste management delivery.  Following our change in strategy, we continue to hold the site, and any use by NLWA would be in conjunction with our waste disposal function.  As we have stated, we have no current plans to develop the site for residual waste use.
